Historically, the Confederacy was lead by a Head of State (HoS). Appointed by members of the advisory Committee, the HoS represented the ultimate authority throughout Confederate Space, and their word served as law. In time, conflict arose and this method was felt to be too authoritarian. Disagreements between the HoS and the Advisory Committee was the primary driver that likely lead to the Red Fury Revolution. During negotiations between the Hevvrol Federation and Thesme Confederate Remnant, a compromise was made on how the Confederacy would be run. The organization needed to be run as a legitimate Confederacy to work and this required a team. The Cyan Accords dictated that a Triumvirate be created and would lead the newly reunited Government together along with the leadership from the affiliated companies. While the Head of State serves as the groups chief diplomat, the Chairman and Supreme Military Commander take on other roles befitting of their skills. In addition, a Committee comprised of influential members throughout Confederate space was created to help manage the day to day work throughout CIS space.
After the Southern Migration, a change in culture began to develop with a noted difference between the Southern Sectors and remaining Northern Sectors. After a very brief summit in Asher, the Triumvirate was officially changed to as it is today with a Northern and Southern Magistrate representing the two regions who report to the Head of State.
