Before the Clone Wars – The First Confederate State
Birth of the Confederacy
The Confederacy of Independent Systems was born as an idea, one so strong that the even the Old Republic feared it. Secession was an idea that the Old Order hoped to never entertain a thought of, but the idea spread rapidly throughout the Republic. The Old Order could not stop it.
Due to excessive taxation, a corrupt Republic, and orders to comply with ideals that were not popular to anyone beyond the Senate, trade groups throughout the galaxy began to loosely affiliate themselves with each other. These groups, driven together to formulate a government of their own, became the Confederacy of Independent Systems.
Known to the Republic as the Separatists, the Confederacy grew to seven main groups in addition to several smaller groups almost immediately. Free enterprise, they knew, was the only way to prosperity. Within two years, Ando, Geonosis, Sy Myrth, Elrood, and Danjar amongst many others seceded from the Republic to join the Confederacy. Due to the Republic’s inability to patrol its trade lanes, the Confederate groups were left to deal with the threats themselves. This lead to the militarization of much of what would become the heart of the Confederate Fleet. During these first few years of the Confederacy, fortunes were spent on research and development to help create a force that could defend the Confederate sovereignty as well as those citizens who called themselves Confederates.
The Defense of the Confederacy
The Confederacy set about to build an army to defend its borders against the aggressive and destructive forces of the Republic. On Geonosis, the combined wealth of the Confederate factions came together to construct magnificent production complexes that worked day in and out to produce a large droid army and navy. In the process of building this army, the Republic navy appeared in the skies of Geonosis. They demanded the surrender of the Confederacy and the demilitarization of its sovereign states. The Separatist Council, the leading body of the Confederacy, refused. The Clone Wars began.
Geonosis was immediately invaded, and much of its production capacity destroyed. The Confederacy, recognizing that it is easier to amass forces and accept a minor setback, decided to depart Geonosis and regroup. After extensive planning, they decided to make retaliatory attacks against the Republic. These attacks were successful and weakened the Republic greatly.
The Republic, weakened and in distress by both efforts by the Confederacy and internal forces, began to fall.
In Year -1, a horrible event took place in the Confederate capital of Vinsoth. The Confederate Council was lead to believe they would be meeting someone who would aid their cause, Vodo Bonias. Instead, the Sith Lord slaughtered the Council.
Fall of the Confederacy
The Confederacy now was without leaders to guide them. The remaining factions of the Confederacy began to scatter, with many sentients claiming the leadership position and warring with one another for the right to be called Head of State. Some factions were dissolved, absorbed, or simply went into hiding.
For the next nearly six years, one company, the Trade Federation, was heavily focused on internal business and expansion. After the initial defeat at the hands of the Republic, many former Confederate States clamored for the Federation to retake the reigns of control for their space. Using their vast knowledge for Commerce, the Trade Federation was reborn in a new era of prosperity. Corbin Esco took all the necessary steps to help the Federation become a soverign state once again. Slowly, with the help of the new cabinet, Viceroy Esco began to rebuild the military of the Federation, not for annexing smaller systems, but to protect the shipping lanes the Federation pilots carved out.
Another Breath for the Confederacy
In Year 6, after years of rebuilding, the Trade Federation was once again a powerful government. With many old allies from the Confederacy, including the Techno Union, Haven Corporation, Corporate Alliance, and the Commerce Guild, the Trade Federation, under the leadership of Viceroy Toran Slisik re-established the CIS. Prominent members included Kuat Drive Yards, Triumvirate Coalition, Haor Chall Engineering, Order of Kampar, and others.
In year 9, after three years of successful growth in the CIS alliance, the Triumvirate Coalition decides to take its leave from the CIS after some internal conflict left them feeling out of place. Following their footsteps, other Independent companies, such as the Corporate Alliance and Haor Chall Engineering, saw their position in the CIS decline, leading to them deciding to leave the Confederacy. The following year, the Trade Federation decided to disband the Confederacy, focusing instead on the internal growth of the Federation. Many old CIS factions become nationalized corporations of the Trade Federation. The Confederacy once again was no more. Some people, however, refused to give up.
The Second Confederate State
Rebirth of the Confederacy
Mid Year 11, during an open war between the Order of Kampar and Haor Chall Engineering, Horley Cyan approached Siejo Kutol in regards to a possible alliance. Both men had served together in the Confederacy of Independence under the Trade Federation and were very familiar with each other. As a result, Corporate Alliance, the Order of Kampar, Hoersch Kessel Driveyards, and the Haven Corporation came together for a historic meeting. The topic of discussion involved the faction forces joining together to begin rebuilding the Confederacy. After terms were agreed upon, the Alliance announced its intentions to the public under the name of the Confederate Remnant, a name they determined to be appropriate as the alliance would contain many former CIS factions. The headquarters for this alliance was established in the Dolomar system.
Within a few weeks of re-establishment, Haor Chall Engineering and the Kaos Galactica Federation both voiced their desire to join the alliance. It was determined by the Confederate Senate that the name should reflect the new and strong alliance and so they decided it was time to reclaim the name, the Confederacy of Independent Systems.
First Cracks
With the new Alliance growing and the constitution ratified, the Senate began looking for the first Head of State and Supreme Commander of the Military. Nominations were made and Horley Cyan was elected to Head of State, with Siejo Kutol serving as his Supreme Commander. Soon after the election, Haor Chal Engineering and Kaos Galactica Federation submitted their notice that they would be leaving the CIS, claiming that Horley Cyan was misusing their alliance and breaking part of the treaty that had ended the war in Centrality only a few months earlier.
With their numbers reduced, the Confederacy opened up diplomacy for other factions to apply for member ship. Several other groups submitted applications to join the CIS and were accepted, including Galactic Medical, Loronar Corporation, Hawkbats, Horizon Corporation and Universal Network Bank. With the establishment of some new laws and a treasury department with Jado Dur`rik serving as its head, the CIS started to build its coffers and make plans on how to expand its influence and better develop itself into a self reliant governing body.
Addition by Subtraction
Six months after the Kaos/HCE conflict the Confederacy was set on cruise and smooth sailing, or so most of the Alliance thought. On Day Year 12 Day 126, the Confederacy was rocked by the resignation of the Head of State Horley Cyan. This was followed immediately by the succession of both The Order of Kampar and the Confederate Remnant, factions owned and operated by Mr. Cyan. The shocking news was followed later by the secession of both Stars End Mining and Lononar Corporation from the CIS. This brought the Confederacy down to eight companies. The events surprised and stung most of the remaining factions, who held a massive meeting involving all available Confederate Members to address the problems. The meeting lead to some massive change in the day to day operations as well as Ettore Kalsi being elected interim Head of State with Leo Iscander serving as his Supreme Commander.
While from an outside view the CIS may have appeared damaged, internally it thrived. Without the extra politics, the Senate was able to streamline its procedures and push forward projects and aid faster then ever. On Year 12 Day 147, a month after the CIS took its biggest hit, Andromeda Security and Andromeda Starforge were approved to join the CIS, with its new sister faction, Andromeda Salvage and Restoration. With the addition of these groups, and the expansion of the Confederate Military, the CIS turned its focus on what it needed complete to assure its self dependence.
On Year 12 Day 337, the Confederacy broadcasted its declaration of independence across the galactic news waves. In response to this declaration, an Old Republic fleet appeared in the Dolomar system. Hundreds of ships were amassed within a few moments. The Old Republic announced its demands to surrender.
Evacuating Dolomar
The Republic fleet quickly engaged Confederate Forces all over the Dolomar Sector. The First fleet was heavily out numbered and all of the outlying fleets were recalled to try to assist. Outnumbered an estimated 8 to 1, the Confederate Senate knew it would not survive if they engaged the enemy that day. Still, the CIS Fleet met with the Republic fleet head on. The battle was long and costly, especially to the Confederacy. After planets began to fall and defense stations failed, Head of State Siejo Kutol, the Confederate Senate, and as many civilians as possible gathered aboard the Lucrehulk battleship CIS Revenue and a group of Hardcell-class transport ships and ordered the abandonment of the CIS Capital. In an attempt to escape, the Revenue was severely damaged and all Hardcell-class transports were destroyed. The majority of the Confederate navy, in an attempt to protect the Revenue’s escape, were destroyed. Dolomar’s surface was bombarded until the cities on its surface were unrecognizable. The Revenue, along with the remnants of the Corporate Alliance fleet and the Hoersch Kessel Drive fleet, jumped into hyperspace knowing they may never see their home again.
With a heavily damaged ship, the Confederate Senate was desperate to find a habitable system. A decision was made to travel to the Hevvrol sector, a system previously explored by the Haven Corporation. Arriving in the Hevvrol Sector, the Confederate Senate decided to establish a settlement on Genarius. The Revenue’s engines began to slow until they eventually stopped working all together. Fortunately, they had reached Genarius.
Transport vessels were dispatched to Genarius to establish settlements. Within a week, the Confederacy’s new home was a proper capital.
A New Chapter: The Second Confederate State
More recently, the Confederacy has grown beyond the boundaries of Genarius to other worlds and also to the Mondress sector. Shipyards were rebuilt and settlements built. It was not long before the Confederate production lines were booming once more and new trade lanes buzzing with activity. The Government declared its formal Independence in Year 12. The fledging government was one of the smallest in the galaxy, controlling only two sectors, but found purpose in the slow but steady rebuilding of its forces. Within one year of settling in Hevvrol, the Government had built a very large settlement on Genarius and credit flow began to exceed those of the past. The slow but steady growth brought increase in recognition on a galactic scale. The CIS tried to rely more and more on it’s Confederate Allies.
It was at this time that forces in the Ciutric Sector in the Outer Rim, thought to be lost, were able to make contact with the Government and seek aid. During the collapse of the CIS war machine in the Outer Rim, Separatist forces had what amounted to a last stand in orbit of the planet Binquaros. With the Lucrehulk Profit in orbit, the forces were overwhelmed by the Empire and felt lost. In reality, the forces had landed on the ground below and dug in, and had existed ever since. Cut off from the rest of the Galaxy, they had worked to establish a new group under the moniker Ciutric Hegemony. It was round this time that the settlement had been discovered by a local prospector and this triggered a Galactic wide push on the system for control, with the Black Sun taking command of the sector. After brief negotiations with the Black Sun, the Ciutric Sector joined the Confederacy once again, reestablishing the CIS presence in the Outer Rim.

Dissolution: The Collapse of the Corrupted
The CIS had been rather prosperous for about 5 years when suddenly things drastically changed. After the disappearance and presumed death of the Head of State, the Second Confederate State slowly deteriorated and was disbanded. Samuel Ashen assumed command and, while his military strength was significant, politically he was not suited for the job of leading the Alliances. After the Corporate Alliance broke away, what remained of the Confederate Alliance officially disbanded. The Corporate Alliance was later attacked by the Zann Consortium and forced to Dissolve. Haven Corporation also dissolved after a mining accident involving its leader, leaving the Andromeda Group and HKD as the sole members of the once great Confederate Alliance.
After several years of discourse, the Government’s leadership was attacked and overall destroyed by those who had pledged to follow them after a successful coup by the Red Fury Brotherhood in Year 19. RFB forces, along with members of the Order of Independent Trade, pushed for a free market and the abolishment of taxes. Loyalists to the central government fought back aggressively, vowing for change, but were soon overpowered. Few were able to survive long enough to send word through secret channels out to the Outer Rim.
Word reached the Thesme Sector of the Coup in Hevvrol. The remaining leadership of old, under the moniker of the Schism Collective, re-emerged from their hideaways to retake the banner of the CIS with plans to make the Confederacy great once again in memory of those that were lost. Through successful diplomacy, the Collective was able to create a new Alliance, focusing on learning from the mistakes of the past. Lant Corporation, an ex-Confederate Ally of the Second Confederate State, was rebranded as the Confederate Remnant and the movement was reborn.
Back in Hevvrol, as the dust settled, Kutol-Chan Industrial took major control of the Sector. Formed from the ashes of Hoersch-Kessel Driveyards, KCI was poised to grow quickly with a multitude of production complexes and credits to spend. The group made a reputation for significant discounts on its products. Together, with the Order of Independent Trade and the Red Fury Brotherhood, the group was able to overcome the complete collapse of the Corporate Alliance and fend off potential invaders in the Glom Tho System.
The Third Confederate State
The Interstellar League
Horley Cyan, leader of the Confederate Remnant and Schism Collective, approached Siejo Kutol about a possible allegiance in Year 20. The group had worked together closely in the Old Confederate Alliance half a decade prior and both sides saw the benefit of a close ally. The Ciutric Sector was Located near the CR headquartered in Thesme so the match seemed good on paper. The discussion grew and soon, other ex-Confederate groups also joined in, including Kampar, Dukha, Loronar, and Byblos. The group seemed to get off on the right foot, and the group expanded quickly.
The Third Confederate State and Expansion
As the fringes of the Interstellar League began to ruffle, some of the core groups looked internally on how to make things stronger. Taldar Logas, who had replaced Head of State Cyan, and Siejo Kutol met to discuss a possible merger between their two groups. The Cyan Accords were signed in Raxis Prime in Year 20 officially merging the Confederate Remnant and Kutol-Chan Industrial and forming what would be known as the Third Confederate State with Taldar Logas as the new acting Head of State.
The merger brought a significant excitement to the area. The CIS was now in control of 6 sectors spread throughout the Northern Half of the Galaxy. The newly established leadership tree pushed hard to reorganize the old fleets and position them into strategic position to protect the hyperspace pathways through their space in the Outer Rim. Infrastructure was also a large priority at this time as was defense. Slowly over the next Year the group gained a stronger hold in the Outer Rim with several additional Sectors joining the cause. After an attempted Coup in the Interstellar League, the government took control of the IL Senate, expelled those who wished to bring chaos and brought diplomatic stability to the Outer Rim in the North. This lead to most of the other groups to leave the Alliance.
The Bigger Picture – Joining the Galactic Concordiate
The loss of most of the IL allies left the CIS in an odd place. The separatist movement was now at its highest point, heights not seen since the beginning of the Clone Wars. 9 sectors had joined the cause, yet the group was relatively unaffiliated. Some of the smaller IL groups remained in partnership with the CIS, including Arakyd and Galactic Medical. While the primary CIS forces focused on Outer Rim Expansion, diplomatically the Triumvirate focused on an application to a larger alliance. An application to the Galactic Concordiate, the largest neutral alliance in the galaxy, was submitted and accepted in Year 21.
A Free Shili – Growth in the Outer Rim
It was at this time that the galaxy as a whole was shook by a plot by the Empire against the New Republic, ending with the dissolution of the Republic and the Empire taking control of most of the former Galactic Alliance Territory. While the Concordiate considered a response and relief packages to those in harms way as a whole, the CIS recognized the unique opportunity for what it was and approached the Empire and Black Sun to discuss a mutual beneficial transaction.
The Empire had long had its eye on the Kliap Sector, especially the Vasuuli System, which was located in the Core Region and well within the realm of Imperial influence. The CIS had obtained a small settlement on Vasulii recently, purchasing it for a large sum of credits from the Krath Empire during an attempt to consolidate forces. While the settlement was important gateway for CIS forces to the Outer Rim, strategically it was difficult to defend. After a series of negotiations, the Treaty of Kliap was signed by the CIS and the Imperial Union. This Treaty involved the transition of several formerly Republic Controlled sectors; Morshdine and Ehosiq in return for control of the Kliap Sector. The CIS also pledged to remain neutral on the Galactic Stage. This was a large expansion in terms of territory for the Confederated states and also legitimized the government as a galactic player.
Ehosiq, home of the Togruta homeworld Shili, did not remain in CIS hands for long. After taking control of the Sector, Confederate Leaders met with local leaders to discuss conditions on Shili. Under both the Republic and Empire, the planet had little local input when it came to the day to day operations of the planet. Most of the time, powerful shields were in place keeping travels out. This broke the heart of Chairman Siejo Kutol, who himself had suffered at the hand of an oppressive regime on his homeworld. After a brief meeting with the Triumvirate, the choice was clear. The CIS needed to capitulate control of Shili to the locals, something they had not had since before the Clone Wars. The government instead could focus more on settlements in the Outer rim, namely the newly settled Nijune Sector.
Galatica Gains – Galatica Group Joins the CIS
Mid Year 22, a stunning announcement was made. The Asher system, long-known for its association with Cybot Galactica and as a neutral and independent system, issued a formal declaration that it would be joining the Confederacy of Independent Systems. This was a dramatic shift for the region. The Galactica group was a wealthy, independent production coalition that had for years dominated the market in the region. Several days later, former Cybot Leader Dex Sedrin was elected as the new Head of State, marking a full transition for the organization. Sedrin brought forth multiple new ideas for the rapid expansion and growth of the group that was supported by many.
Mass Exodus
Near the end of year 22, turmoil was erupting in the outer rim and open conflict became a concern for most of the galaxy. The CIS leadership was struggling internally about plans to defend its boarders. After an attack by a rogue mercenary group, Eclipse Templars, this concern only became more evident. While the leadership was focused on securing the Outer Rim, strife began to develop in Hevvrol Federation Space. Many of the local leaders felt that the had the capacity for self governance and prepared a declaration for their own independence. After meeting with representatives of the Trade Federation, the organization submitted paperwork to the CIS leadership. Echuu Shen-Jon was elected as leader of the Hevvrol Federation, replacing Siejo Kutol and the group officially left the CIS.
Meanwhile, the work in the Outer Rim was paying off. Several smaller organizations, previously under the protection of the Trade Federation, met with CIS leadership about potenitally transitioining to the Confederacy. The Sarrish Separatist Force and the Vigillian Council, local ruling bodies of several systems in the former Avance space, had interest in developing their own identity and self-reliance. Wishing to see independence from the Trade Federation, negotiations were opened whereby the local governments opted to formalize adopting the articles of the Confederacy.
The combination of the above events lead to a mass exodus of the Confederate forces as they evacuated from the Hevvrol Sector to reinforce the newly joined southern systems. Not seen since the fall of Dolomar had such a deployment been attempted but, with the help of the Trade Federation, the CIS was able to settle into the newly joined sectors within several months.
The Endor Pact and the Affiliation Movement
The political machine continued to turn and, as the CIS began development of Tar Morden, Viceroy Jacob Jansen approached Head of State Sedrin and Chairman Kutol about an application to the Endor Pact. Formed after the merger between the Avance Coalition and Trade Federation, the Pact was a regional alliance focused on profitability and mutual defense. The CIS had a very strong relationship with several members of the Alliance, including the Trade Federation and the Krath.
As the Southern Systems continued to develop ahead of schedule, the Northern Systems began to see their support wane, and concern was raised in the leadership halls of the Confederacy. After deliberation, the CIS expanded its affiliation program, bringing several smaller groups into the fold and allowing them to help develop infrastructure and production in CIS controlled systems. Several corporations were quick to join the movement, including the Scrapper Guild and Arakyd Corporation.
By the start of Year 24, the Homon Sector and Morobe Sector, ruled by the Sorosuub Corporation and One Nation Under Jou respectively, had joined the Seperatist Movement.
Red Versus Green
In Year 24, after the Red Glasses Party continued to gain political strength in the north. Meanwhile, the Southern Systems slowly became the dominate force in the organization, both economically and through production capacity. The Tar Morden and Hassaria Systems had gone from back water and forgotten to some of the most developed in the region.
Lead by the Magistrate of the North, Truse’vala’ilone, the Northern Sectors looked for more independence from the central government, formally creation of of the Northern Separatist State late in the year.
